The Financial Department

The Financial Department is responsible for:
 
  • Financial matters and accounting
  • Managerial accounting
  • The annual budget, control over the execution (delays, etc.) and entering corrections into the budget
  • organizing financial accounting and payment at the University
  • carrying out complex and operational analysis on the basis of accounting balance
  • Developing financial policies, procedure and norms of the University
  • Participating in the price generation process
  • Paying taxes and distributing salaries among the staff, the professors
  • Watching the financial state of the University and reporting to the Rector on a monthly basis
  • In case of a purchasing demand from the University (from the Deans of School and Heads of
  • Departments) determining and reporting to the Rector his / her considerations regarding how reasonable the expenditures are
  • Providing funds for the Head of the General Services / Logistics Department to cover all the other liabilities (rent electricity, telephone, heating, etc.)
  • Providing the Registrars’ Office with the list of the students who do not pay their tuition fee on time and give directions to prepare various warning letters and delivering them to those students
 
When should student apply to Financial Department?
 
Student should apply to financial department to check if the tuition fee was paid precisely. Often fines that are charged due to the overdue payments appear unexpected for students. To avoid such inconveniences students should be well aware with the rules of payment that is defined by university handbook.

Registration Procedure for Masters Students
 
Registration for a Course or a Semester implies:
 
  • Taking all or part of the courses offered during a semester
  • Paying the tuition fee according to the semester and the number of courses registered for
  • Registration procedure takes place in the Office of the Master’s Program Manager
  • Registration must be accomplished in due time for everyone; the new and the old students and also those

Students who for any reason want to take an academic semester or a year:

 
Without registration student will be expelled from the University and accordingly he/she can not take an academic year. Those students who will take an academic year and money which they already paid for the registration will be preserved. So when a student’s academic year will be done, and if the cost for the subject and for the program will be higher than he/she is paying. Student will pay just difference.
 
A 6-credit module is considered one subject

If a student fails to register for the academic year before the deadline (even if he/she is one day late), the student will be fined!
 
 
Registration Procedure for Bachelors and Higher Professional Program Students
 
Registration for Bachelors and Higher Professional program students the academic year implies:
  • Paying the tuition fee for the whole academic year or according to semesters, depending on the type of contract signed
  • For the freshmen – the Bachelors and higher professional program students who are in their first year, registration terms are determined by the Rector’s decree
Registration for the courses takes place in the Office of the Head of the Study Process Management Department or on the personal webpage of a student, (in the rubric – My UG) opened on the website of the University.

Registration for the Doctoral Program
 
Proceeding from the demands of the program and the private circumstances of the PhD candidate, the latter has two opportunities:
a. Register for the program full time – 3 years of education
b. Register for the program part time – 6 years
 
Full time registration for the program implies:
 
While registration for the program, a student has to pay one third of the cost of the program, which means that student has to pay for the first year of his/her education in PhD.
 
Within one month after the completion of the first academic year (16 weeks plus 16 weeks = 32 weeks) a student has to register for the second academic year and to pay the second third of the cost of the program - in other words, the cost of the second academic year.
 
Within one month after the completion of the second academic year, a student has to register for the third academic year and to pay the remaining third of the cost of the program - in other words, the cost of the third academic year.
 
Part-time registration for the program implies:
 
A student has to pay the cost of the program during the 6 years. The credits and the time for getting the credits obtained within the frames of the program will be dispensed accordingly.
 
Terms of Registration:
 
After submitting the application to the PhD Program Manager, the PhD Candidate must register for the program within 2 weeks and, consequently, pay one third of the total program cost, i. e. the tuition fee for one academic year. Within a fortnight from the time of the official submittal of the application package, the university will start the calculation of fine. 
A PhD candidate must maintain registration at the university before defending the degree. If the PhD candidate satisfies all the requirements of the program but fails to defend the thesis in due times, the candidate must maintain the registration for each coming term in order not to be expelled from the program. In this case, the PhD candidates may use the so-called “one-credit registration”: i. e. 2 semesters for the doctoral candidates and one semester for Masters and undergraduate students. In case of a one-credit registration, the PhD student will have to pay the annual fee that will be calculated by division of the annual registration fee determined by the university for the time by the number of the PhD program credits (180 ECTS).
 
 
Fines
 
For a student, even the delay of one day in making the payment is fraught with fines: during the first 4 weeks, starting from the next day of the date when the payment was due, for each overdue week the student shall incur the sum 1%, which shall amount to 4% of his/her annual payment in 4 weeks (the annual tuition fee is the cost of registration stipulated in the contract).
In case of non-payment of the registration fee (and fines) the student will be expelled from the University. Special cases are discussed by the administration of the University, which should be applied to with a personal statement. Penalty sanction system is not working for the summer semester. That student who does not pay at the end of the 30th of May, his/her registration will cancel and he/she will not be allowed for the program.
