1. 1. The University library is headed by Head of the Library, who is, at the same time, the deputy of the Chancellor in the field of obtaining textbooks and learning materials.
1. 2. The Head of the Library has two services under supervision.
• Replenishing department
• Cataloging / Classifying Department
At the same time, the Head of the Library is in charge of one of the services. The Head of the Library has two librarians under supervision. The librarians serve the reading hall in shifts.
2. 1. The Library in on the fifth floor. The Library is open:
Monday - Friday – 10.00 – 21.00
Saturday and Sunday – 10.00 - 17.00
3. 1. The cataloging and classification of the resources (registering all the books in the library and those kept elsewhere at the university and entering them into an electronic database. making special catalogues)

The re-completing the fund (establishing relations with other libraries and providing supplying the library with modern books)
3. 4. the registration of checking out books from the library and returning them by the students
3. 5. In case of a student failure to return a book to the library in due time, fining the student according to the tariff set by the University (the student must produce the bill certifying the payment of the fine to the Financial Department).
3. 6. Provide course material duplication and printing service for the students in return for the price set by the university.
3. 7. The librarian has to provide the following under the supervision of the Chancellor:
• Timely subscription for the necessary textbooks and books
• Preparation of the course materials for the duplication of the materials by the students and providing these materials for the duplication (Xerox) department in time
4. 1. At the beginning of the spring term (February 1) the library provides special forms for the deans of the schools. The deans of the schools give the forms to the lecturers of courses that are going to have courses in the new academic year. The lecturers can obtain the forms from the library themselves. After this, the lecturers fill out the forms, indicating the necessary literature for the coming academic year.
4. 2. By March 31, the library stops accepting orders from the lecturers and send the orders to respective publishing houses. If a lecturer is sent a signal copy of the book, he/she is responsible to make a choice within 2 weeks and notify the Completing service of the library. Orders are given once a year. The Library gets orders by the end of July before the commencement of their holidays in August.
34. 5. 1. The Library is primarily intended for use by university professors, students and staff.
35. 5. 2. In order to use the service of the library, it is necessary to meet two preconditions:
• The books must be registered and a special code must be attached to it.
• The person willing to use a book must be a member of the Library
33. 5. 3. Membership for the Students
Students become members of the Library only once during their studies at the university. A student, who gets the library membership while studying in the undergraduate program, stays a member of the library if he/she continues education onto the graduate level. The membership fee that is paid only once by each student yearly determined by the administration (the single fee for the new academic year is determined by the university administration). Library membership of a student is certified by the ID card he/she gets (view Chapter VI, $6) The student who has not obtained the membership of the Library - who does not have a special sign on the Student ID Card – may not use the Library.
33. 5. 4. Membership for the Alumni, Staff and the Persons form Outside the University
University alumni and the people, who are not related to the university in any way, have the right to purchase the university card in order to use the library. A card is issued for the term of one year.
The price of the card that entitles the owner to use the library for a year is twice lower for the alumni of the university and the members of the university union – Center of Public Affairs than the cost set for people who have no connection with the university.
Before the beginning of each academic year, the price of the library card can be changed. If it is changed the new price is set with a special circular that is kept in the library.
6.1 Since the number of places in the library is limited, the alumni of the university are given priority over those who are not linked to the university;
6. 2. a library card cannot be used by any person but the owner of the card. The violation of the regulations of the library will result in the cancellation of the membership of the violator.
The subscriber of the library is obliged to: inform the librarian on the change of his/her name, contact telephone number, email, the home or work address. In case of losing the library subscription card, notify the librarian in time.
Procedure: A member fills out a special form and leaves it in the Library. The librarian collects all the orders during the day and at the end of the day gives the orders to the Duplication Department. The Duplication Department starts copying the material on the following days. A member can have the duplicated materials on the second or third day at the Duplication Department.
34. 8. 1. Checking Out Books from the Library
The books that are available only in one copy cannot be checked out from the library, unless the Librarian makes an exception. A subscriber can only use these books in the reading hall or duplicate the pages that they need or the whole book. Subscribers can check out the books that are available in several copies. If duplicated copies of the books are also available at the university they are checked out first.
34. 8. 2. Terms for Returning Books to the Library and Cases of Violation
Books can be checked out for a week.
Lecture notes, journals, books and other similar materials that are for the lecturer’s use and intended for the use by the students in the given semester - can be taken out from the library for 24 hours. When the date for returning the book or other material to the library expires (one week), the library subscriber must return the book to the library. If he or she wants to have the book again, it is possible to check it out for another week if there are no other subscribers waiting to use the book. If you are unable to return the book to the library for some reason, you have to notify the librarian about the reasons for not bringing the book. In special circumstances, like the urgent need for the book and your sickness the library itself will take care of getting the book back.
In case if the subscriber does not return the book on time and does not let the librarian know, he will have to pay the fine of 5 GEL for each day after the deadline for returning the book. The library can only prolong the term for checking out the book only twice (a student can only keep a book for a total of 21 days: 7 days – the term for checking out the book the first time and 14 days - two more terms)
34. 8. 3. Asking for the Return of the Books or Other Library Materials
The library reserves the right to ask the students to return the books or any other library items (discs, video cassettes) before the deadline. In this case the subscriber must return the book within 24 hours from the request to return the book. If the student fails to do so, he will be fined 5 GEL per day.
34. 8. 4. The Loss of the Library Property
If the member loses a book or any other library item, he or she must pay 100 GEL.
34. 8. 5. Restrictions in Checking Out Books
In special cases, the librarian has the right not to allow a student to check out a book or to change the procedure for taking the book from the library. The librarian has the right not to give books to the subscriber who has previously been late in retuning the book to the library.
34. 9. Library Behavior Rules 34. 9. 1. Subscribers are requested to observe the following rules not to harm the university or the library
• After using the book, return it to the librarian instead of placing it on a shelf. Each book has a special number and the librarian will return the book back to its place according to this number.
• Address the Librarian in case if they want to have the books saved separately for them
34. 9. 2. In the library you do not have the right to:
• Smoke
• talk or make noise
• use mobile phones in the reading hall
• Place the book in the wrong place or hide so as to prevent others subscribers from using it.
• Steal, damage, scratch, and tear pages from the books or other learning materials.
34. 9. 3. In case of violating these regulations, the subscription of the violator shall be cancelled and he/she shall be fined. The Fine will be paid according to the tariffs set by the university administration for the given academic year.
34. 9. 4 Restoration of the Library Membership
The subscriber whose membership has been cancelled and who has paid the fine, has to pay the ID card (the library card – for people form outside the university) fee again, in case if he/she is restored as a member of the Library.
34. 9. 5. If a person’s fault in stealing or deliberately damaging a book or other library item has been proved, the monetary values of the stolen or damaged material is not taken into account and the damager or the thief pays the fine of 200 GEL.
34. 9. 6. A person who has been caught stealing or damaging library materials more than once, will be expelled from the university. The tuition fee will not be given back to such students.
